Towards a totalitarian Europe
From the new military law to the increasing control of the authorities in all aspects of life, even intimate ones, experts are sounding the alarm.

The new law on requisitions and the imposition of uniforms at school is part of a project to build an all-powerful and totalitarian EU, according to lawyer Virginie de Araujo-Recchia and psychologist Ariane Bilheran .
They see it as a continuation of Nazi ideology, where populations will live in permanent terror.
Although their analysis may seem exaggerated, they support their remarks with consistent clues and rather worrying parallels with the past.
For them, only general awareness and peaceful resistance, such as were observed during the sittings against the Vietnam War, will be able to get us out of this dynamic.

Ms. Virginie de Araujo-Recchia, lawyer at the Paris bar, and Ariane Bilheran, philosopher, clinical psychologist, doctor in psychopathology, were received on February 28 by journalist Clémence Houdiakova in her show La Matinale on Tocsin Média . They decipher the ins and outs of the new military programming law, which has gone relatively unnoticed in France and which, according to the guests, would be particularly important for understanding what is happening today. From the warlike remarks of many personalities, from the creation of a threat, of paranoia, to sexual education from the age of 2, everything is linked to create a totalitarian society, according to the speakers.
General Macron
In the introduction, the journalist recalls that this law must be put into perspective with Emmanuel Macron's recent speeches announcing that he could send men to the Ukrainian front:
On the first question, everything was discussed this evening in a very free and direct manner. There is no consensus today to send ground troops in an official, assumed and endorsed manner. But in dynamics, nothing should be excluded. We will do whatever it takes to ensure that Russia cannot win this war.
I say it here with both determination, but also with the collective humility that we must have when we look at the two years that have just passed. Many of the people who say never today were the same people who said never tanks, never planes, never long-range missiles, never this.

The marks of totalitarianism
For Ariane Bilheran, this speech by Emmanuel Macron takes on an “unprecedented legal character in history”.
According to her, we also find characteristics of the classic totalitarian problem, including newspeak, notably with the use of the word resilience in connection with war.
Clémence Houdiakova recalls that “Bernard Kouchner explained that he was in favor of sending French troops to Ukrainian soil. Pointing out that it is not easy to say and that it will cost sacrifices”. For her, it is also a sign of the desire to encourage the population to become resilient, with a precise vocabulary.
According to Ariane Bilheran, the text of this military law provides for a sort of situation of total and permanent war on “simple whim of the prince”.
At the slightest perception of “potential threat”, the head of state could launch any type of operation, including raising an army and starting a war. However, the term “threat” is not defined.
We know that totalitarian systems operate in a state of exception or in a state of emergency. The Nazi regime was a state of exception which lasted ten years.
In this speech, there is a term that absolutely must be heard in totalitarian newspeak: the term “dynamic”. This term “dynamic” comes from Greek and means movement. So dynamic war is permanent war, under a state of permanent threat, with strong implications at the legal level.
The journalist concludes this first intervention by Ariane Bilheran as follows:
This permanent state of threat remains vague, with a threat that never arrives. As in the novel “The Desert of the Tartars” . An expectation that can create “hallucinations”.
A new requisition mechanism at the initiative of the President
Me Virginie de Araujo-Recchia then explains that article 47 of the law of August 1, 2023 on the military programming law is an overhaul of the legal regime of requisitions.
It describes the mechanisms available to the State to obtain, in the absence of any other means at its disposal, the supply of goods or the performance of a service by a natural or legal person, when they cannot be obtained by means of amicable negotiation or by contractual means.
Historically, the legal regime of requisition has existed since 1877. It was extended to the requisition of people from 1959.
However, the opinion of the Council of State delivered in March 2023 on the basis of the bill is very clear: a new mechanism has been added. These are requisitions initiated by the President of the Republic.
This new case concerns “threats” likely to justify the implementation of the State's international defense commitments. What is problematic according to the lawyer is that this threat does not need to be immediate and real, it is enough that it is only “foreseeable”, according to the reading of the situation made by the head of State.
During the health crisis, the principle of proportionality was not respected, nor the criteria for establishing a state of emergency. The Council of State admitted in a report in 2021 on the state of emergency, on the crisis, that it is very difficult for them to play their role of control and to have influence in a political framework, when We are within the framework of declarations made by the President of the Republic.
Prison and hefty fines in the event of refusal to comply
Heavy sanctions were introduced by Ms. Borne's government in connection with these new requisition mechanisms, while in general, the defense code is not modified.
The simple fact of refusing to comply with a request for a census of people, goods and services or refusing to respond to a summons for tests or exercises is potentially a year in prison and € 15,000 . fine.
And if we refuse to be requisitioned, if we refuse to go to the front, it's five years in prison and a €500,000 fine . This is far from trivial according to the lawyer.
The heritage of the French, their lives and also businesses are therefore at the mercy of requisitions in the event of a current or foreseeable threat at the sole initiative of the President of the Republic, without real safeguards since this law has largely passed parliament.
“The worst law of the Fifth Republic”
For Virginie de Araujo-Recchia, it is the “worst law that exists under the Fifth Republic”, because it concretizes “the influence of the totalitarian regime on bodies and property”.
The question of rearmament and “regeneration” of France is also a recurring subject in the comments of Emmanuel Macron and Gabriel Attal.
The lawyer also mentions the generalization of the uniform at school in 2026, which according to her is part of this project of resilience to a permanent military threat. For her, the uniform is certainly “a start to the recruitment of children”.
Several parliamentary reports speak of the fact that “ the French are too comfortable and that we should take the example of the Ukrainians”. There is also talk of providing barracks for civilians so that they can train.
From 14 to 74 years old, men and women, in France and abroad
These requisition measures concern ages 14 to 74 and do not exclude pregnant women or people with disabilities, explains Virginie de Araujo-Recchia:
Women are strongly encouraged to join the military. What is unprecedented is that almost the entire population can be sent to the front on the basis of their physical or psychological capacities. This is also stated in the reports, which is extremely serious.
People of French nationality who reside abroad are also affected and may be deprived of € 500,000 of their assets in France.
Is the EU swallowing up the sovereignty of its member states?
According to the lawyer, this is part of a project to make Europe a single state, as Mr. Draghi or Ms. Borne publicly desired with her statement “the homeland is Europe”.
At the same time, and the law in question mentions this, international agreements are put in place between NATO and the European Union or like this security cooperation agreement between France and Ukraine signed by Macron. With each of these agreements, the risk of being drawn into war increases. And we understand that the borders to be protected are no longer those of France but the borders of Europe.
In addition, the European Union treaties are currently in a reform process where there is talk of transferring to the European Commission the management of foreign policy, defense, health and education, including sex education.
Fortunately, some States of the European Union are opposed to it but the French Parliament has accepted this transfer of skills and therefore of sovereignty.
This is extremely dangerous according to Virginie de Araujo-Recchia because very important decisions would be taken by people who are not elected. Furthermore, decisions would no longer be taken unanimously within the Council of the European Union, but by a majority.
The spectrum of requisitions is not clear
The lawyer adds that in the reports, we can read that “defense” is not only military but includes, among other things, ecology, cybernetics and disinformation:
How far will we go in requisitions if we are told that in order to rehouse those who have suffered from ecological disasters, you will have to give up part of your home? We do not know.
Towards total totalitarianism?
Before giving the floor again to Ariane Bilheran, Clémence Houdiakova specifies that the two speakers invited the day before to analyze Macron's statements on Ukraine explained that “it was perhaps also a way of diversion from his difficulties in France and so in this diversion also, animate an enemy that we know”:
We know the method well. An external enemy would also eliminate internal enemies.
For Ariane Bilheran, “it’s simply a chronological question”:
The opponents will be eliminated so that they can then have their hands free for war projects.
The Doctor of Psychopathology agrees with Me de Araujo-Recchia regarding this law: for her too, it is indeed a catch-all document, “which mixes questions of demography, health, climate and a whole bunch of things which, a priori, do not directly threaten national security.”
The aim would be to transform the traditional saying “if you want peace, prepare for war” into “if you want peace, make permanent war”.
This state of mind is entirely linked to the totalitarian system, she adds, boasting of having predicted what is already happening in 2020:
In 2020, I explained to you that this whole affair will lead us to war. All totalitarian systems end in war because when a paranoid psychosis is triggered, it leads to total destruction, which serves in particular to cover up the crimes of those in power.
It directly refers to the issues of the Covid crisis and the serious outstanding questions. For Ariane Bilheran, this is a headlong rush through total domination to avoid having to respond to the population.
The citizen has become an enemy of this state and he has become an enemy of this system. And like any totalitarian system, it is required that it completely sacrifice itself to an ideology which is an ideology of destruction and total domination. Ariane Bilheran
Furthermore, she recalls, the totalitarian ambition includes geographical expansion:
The European project today is of this nature, that is to say that we are going to wage war almost everywhere to be able to promote an ideology, with the ambition of deploying it on a global level.
The sexual standardization of children is also totalitarian in nature
Ariane Bilheran then returns to her research since 2017 on the sexual standardization of children by the WHO:
Only two other political regimes in history have implemented sex education of this order: the Nazi regime, from 1935 – a work by Hans Peter Bleuel entitled Sex and Society in Native Germany discusses this affair – and then also ancient Sparta, starting from the need to sexually traumatize children to create warriors.
For the psychologist, we are therefore facing a barbaric indoctrination, of a traumatic nature, which is found in the absolutely appalling testimonies of children who attended these sessions (editor's note: see our latest articles on the subject, “Early sexuality education ”] and “WHO experts challenged” ).
Totalitarianism proliferates on our laziness in not reading these texts where everything is absolutely written, Ariane Bilheran
In France, sex education begins at the age of two in kindergarten, with a dialogue with the child. “But what two-year-old child is capable of talking about sexuality?” asks the psychologist.
“Then in primary school, there are a terrible number of sanctions if your child doesn't participate,” she continues.
Clémence Houdiakova cites a testimony from a grandmother who noticed when she came to pick him up from nursery school that her grandson was very disturbed:
His grandson told him that at school he made a class cast of a girl's willy with the “clit thing”.
Me de Araujo-Recchia notes that the child is a target of the regime, especially since the second term of Emmanuel Macron.
“Reforms at the WHO are part of this same project”
For the Parisian lawyer, the pandemic treaty and the WHO's ONE Health concept also fall under the “totalitarian globalist delirium”.
The desired goal is to centralize decision-making in health matters at the level of the WHO and at the level of the European Union, breaking what was then the competence only of the States until today, therefore implying a absorption of sovereignty at the regional and state level through these treaties.
Sowing fear to make people forget social control
Other countries condition their populations into this state of permanent fear, the lawyer continues:
We saw a general in the United Kingdom telling the population that they had to prepare or in Germany in the same way, in Sweden they are already planning tents and flashlights and they are panicking.
These elements would fuel fear in order to make people forget the social control that is being put in place by digital identity and digital currency.
In addition, notes the lawyer, public funds are “siphoned” to be sent to Ukraine where they are managed by BlackRock (editor's note: the second largest investor in the world, after Vanguard, both based in the United States).
Macron would have flouted the Constitution
The lawyer quotes Senator Alain Houpert who asked the Council of State on what basis Emmanuel Macron was able to sign alone a security cooperation agreement with Ukraine for 3 billion euros, while the French Constitution provides in its article 53 that in such a case, the representatives of the people are called to decide?
The elected official raised another very interesting point: article 20 of the International Covenant on Civil and Political Rights imposes a “prohibition of all propaganda in favor of war”, she continues.
They are illegal from all points of view, whether at the national level in relation to all laws protecting human dignity, the right to life, freedom of expression or freedom of opinion. . Me de Araujo-Recchia
Towards a Bolshevik communism tinged with Nazism?
In a campaign interview given to Le Parisien in 2017, he claimed to be a “Maoist”. Mr. de Araujo-Recchia recalls that the regime under Mao had nearly 100 million deaths.
She believes that we are not dealing with a form of fascism, “but rather with Nazism and Bolshevik communism, where there is no problem with sacrificing people”.
A psychiatrist analyzed the personality of our president and concluded that there is no morality in him and therefore that he will be able to send people to sacrifice without problem. Me de Araujo-Recchia
“We must consider the interests of the powerful”
For Ariane Bilheran, “we must consider the French government as a CEO or HR director of a company, but whose shareholders are behind and decide”.
She thinks of a large part of “this so-called global elite, so we actually have well-known figures like Bill Gates who takes care of health or even the figure of Rockefeller who injects funds almost everywhere”.
From a decision-making point of view, she continues, they have applied a program similar to that of other governments since 2020, with consulting firms like McKinsey behind the scenes.
This program establishes a global road map which sets up the ideology of the all-powerful, considering that there are too many people on the planet and that a world government must be set up.
Depopulation and control: towards war
The psychologist recalls that “war, in addition to depopulation, leads to a possibility of controlling the masses which is extraordinary because we put individuals in a state of extreme suffering, in disorganization, in a chaos which is skillfully put in place and very intentionally.”
She also explains that perversion is an “adjuvant to the paranoia of totalitarianism”:
There are people whose interest is very clear: they enrich themselves through wars, trafficking in arms, children, organs. Thanks to the disorganization and chaos that is created. There are industrialists and capitalists without qualms.
Eugenicists in charge?
Me de Araujo-Recchia confirms that in the funding of organizations like the WHO, we find flows of people who have a history or parents who are eugenicists:
This is the case of Bill Gates, his father is a eugenicist. Lobbies like international family planning, it is Margaret Sanger, eugenicist linked to the Ku Klux Klan, to the Nazi movement. Every time we dig, we have Warren Buffet, Bill Gates, Rockefeller, Rothschild, we always have all the same ones in fact, who come back every time you bring up the funding.
According to the lawyer, even the so-called deep state – that is, parts of the American administration, the CIA or the FBI, beyond any democratic control – “is itself linked to Rockefeller anyway ”.
Ariane Bilheran traces these links in her work entitled The Nazi International .
Me de Araujo-Recchia cites Operation Paperclip , which made it possible to recover 1,500 Nazi scientists (official figure), including certain doctors involved in experiments on humans in concentration camps, including children who had just been born.
The lawyer is not surprised that programs such as the infamous MK Ultra, about mental manipulation and torture, could have existed following this type of recruitment.
Sexual liberation orchestrated by abusers
Or even that Alfred Kinsey was able to subsequently, financed by the Rockefellers, carry out his very controversial research on the sexuality of children, which still serves today as a reference for WHO experts in charge of sex education , to affirm that from birth, a baby has a sexual life which must be accompanied to nursery and then to school.
Kinsey, among other perverts, admired and encouraged a cleared Nazi, Fritz von Balluseck , to document his abuse of hundreds of children, from 1936 to 1956, for inclusion in his scientific “reports.”
The post-war rise of “useful” Nazi dignitaries Several former Nazis, such as Werner von Braun, were placed in positions of responsibility. Walter Hallstein found himself head of the European Commission, Adolf Heusinger became director of NATO and Kurt Waldheim, who had been directly involved in genocides of civilians in Yugoslavia, secretary general of the UN. Ariane Bilheran claims that it was Rockefeller who brought together Balluseck and Kinsey, whose work on sexuality subsequently contributed to the sexual liberation of the last century.
The master race ideology persisted
The philosopher continues by quoting the documentary Never Again, It's Now and Worldwide by Vera Sharav , survivor of a death camp: the same ideology operates today, “which wants there to be supermen, subhumans, citizens who have rights and those who do not, with an obligation on the body, experiments through medicine”:
The only point of saying that is to demonstrate that we are in a historical connection and that this continuity has made it possible to establish much more important and colossal means of deploying this ideology which has this ambition of planetary domination.
And that's what Hannah Arendt told us in 1945, don't think that Nazism is dead. He has an ambition for planetary domination, he simply sacrificed Germany and we have been warned. And I think it’s important to emphasize that.
Ariane Bilheran explains that behind the ideology of the separation between the useful and the useless, the useless at a minimum serve as gentle slaves to a wild capitalism and at a maximum, they are too useless and they are eliminated. And that's where I think we are.
The return of euthanasia
For Me de Araujo-Recchia, the law on the end of life puts back on the table the question of euthanasia, which was also present under the Nazi regime.

According to the lawyer, “after a while, there are really questions to ask yourself since nothing is done for life and everything is done to end it”.
How can we regain our rights?
For Ariane Bilheran, it is as if “we had at the head of state a young child who has no limits and who is in a form of tyranny”:
The absence of limits is characteristic of manic psychosis. This is why, moreover, there is a sort of hand-to-hand combat which is sought in confrontation, in war, in violence, and it is imperative that limits be met.
However, she continues, “tyranny only proliferates on the territory that we leave to it” and it is essential to maintain opposition and make it grow.
In the event that this opposition disappears, “this is where we will discover the true face of this totalitarian system that for the moment we have not seen”, assures the psychologist.
She pleads for awareness among the entire population, avoiding violence because according to her, “all violent acts will obviously be used against the people”.
She mentions as an example “all these huge sittings that there were in the United States to stop the Vietnam War”, in the nature of peaceful civil disobedience on a large scale.
For Virginie de Araujo-Recchia, “the population should seize the political affairs of the city once and for all and nourish, and this is truly fundamental, its free will to make its own ends, for choices to come and above all not to leave any land because we left too much and we cannot get it back.”
She calls on people not to go further into laxity and passivity, “because in any case, we will be used in another way”, so that the population can reclaim the agora.
